Background of the Study:
Correctional facilities in Nigeria have long been criticized for their poor conditions and human rights abuses. Overcrowding, inadequate healthcare, lack of access to education, and ill-treatment of inmates are pervasive issues in many correctional centers across the country (Adeola & Bello, 2023). Kano Central Prison, one of the largest correctional facilities in the northern region, has been the subject of several reports highlighting systemic abuses, including physical violence, unsanitary conditions, and the denial of basic rights to inmates. Despite the Nigerian government's commitment to improving prison conditions, human rights violations remain widespread in correctional facilities.
This study aims to examine the human rights abuses in Kano Central Prison, focusing on the treatment of prisoners and the adequacy of existing policies in protecting their rights. The study will assess the role of the government, prison authorities, and civil society organizations in addressing these issues and propose solutions to improve conditions in Nigerian correctional facilities.
Statement of the Problem:
Human rights abuses in correctional facilities in Kano Central, Kano State, continue to undermine the dignity and well-being of inmates. Despite legal frameworks such as the Nigerian Correctional Service Act, which seeks to improve conditions in prisons, prisoners continue to face inadequate facilities, abuse by staff, and violations of their rights. This study will investigate the extent of these human rights abuses and explore the systemic causes behind them.
Objectives of the Study:
To assess the extent of human rights abuses in Kano Central Prison.
To examine the factors contributing to human rights violations in correctional facilities in Kano.
To recommend strategies for improving human rights conditions in Kano Central Prison.
Research Questions:
What are the prevalent human rights abuses in Kano Central Prison?
What factors contribute to the persistence of human rights violations in Kano’s correctional facilities?
What measures can be taken to improve human rights conditions in Kano Central Prison?
Research Hypotheses:
Human rights abuses are widespread in Kano Central Prison, affecting the physical and mental well-being of inmates.
Inadequate infrastructure, overcrowding, and lack of accountability contribute to human rights violations in Kano Central Prison.
Reforming prison management and improving staff training can reduce human rights abuses in Kano Central Prison.
Scope and Limitations of the Study:
The study will focus on human rights abuses within Kano Central Prison and will examine factors such as overcrowding, health conditions, and treatment of inmates. Limitations may include difficulty accessing prison officials and limited cooperation from the prison administration.
Definitions of Terms:
Human Rights Abuses: Violations of the fundamental rights and freedoms to which every individual is entitled, such as torture, inhumane treatment, and denial of due process.
Correctional Facilities: Institutions designed to house individuals who have been convicted of crimes, where they serve sentences and are meant to be rehabilitated.
Overcrowding: The situation in which the number of individuals in a correctional facility exceeds its capacity, often leading to poor living conditions and increased risk of human rights violations.
